VASPA Leadership Team


VASPA's new Vice President is Dr.Wayne K. Smith. Wayne received his both his Bachelor and Masters degrees in early childhood education from Norfolk State University, his Masters in Educational Leadership from Old Dominion, and both his Certificate of Advance Graduate Study and Doctor of Education from Virginia Tech.  He is retired from the Southampton Schools and is a professor of Education at Hampton University.

Past President

Carole received her undergraduate degree in Middle Grades Education from James Madison University with a minor in Developmental Reading, and earned her Masters Degree in Administration and Supervision from Longwood University.  She has 15 years of teaching experience in high school and middle school, and administrative experience in elementary and high school as an assistant principal.  Administrative experiences include serving as a middle school principal for three years, Assistant Superintendent for Personnel and Administration for Mecklenburg County Public Schools for five years, and Acting Superintendent in Mecklenburg County Public Schools. Carole currently serves as Director of Human Resources for Charlottesville City Schools in Charlottesville, Virginia. 

Vice President

Dr. Shelly Bazemore is currently Director of Human Resources for Petersburg City Schools. She has previous experience as the Director of Instruction in Caroline County Public Schools, School Improvement Specialist at the Virginia Department of Education, 10 years as a special education teacher and 8 years of administrative/central office experience at elementary, secondary, and alternative schools within Chesterfield, Hanover, and Henrico Counties. Shelly received her Doctorate in Education Administration and Policy Studies from the George Washington University.


Ms. Dianne Whiting is currently the Coordinator of Human Resources for Suffolk Public Schools. She has 30 years of experience in Human Resources including experience working for Federal, local, and now Public School government. She has worked for Suffolk Public Schools for the last 15 years. Dianne received her undergraduate degree from the University of Maryland in Psychology. She received her Master’s Degree in Human Resources from Old Dominion University. This term as Treasurer for VASPA will be Dianne’s third time serving on the VASPA Board. 


Ms. Mary Alderson  VASPA's Secretary

is a certified Senior Professional in Human Resources (SPHR) since 2003 with over 15 years of Human Resources experience. She transitioned to Virginia School Personnel HR after a 20-year career at Verizon Communications, Inc. She’s been with Henrico County Public Schools (HCPS) since the 2011-2012 school year and handles the Operations (C&M, Transportation, School Nutrition, Clinic  Attendants & School Nurses and Technology Services) support staff organizations’ recruiting and personnel issues


Mitsuko Clemmons-Nazeer  currently serves as the Recruitment and Staffing Manager for Albemarle County Public Schools in the Human Resources Department.  Prior to joining the HR Team 17 years ago Mitsuko worked in the career services/counseling field and served on the faculty and administration at both the Universities of Virginia and Florida.  Originally from Tidewater, Virginia, she is a graduate of Virginia Tech and the University of Delaware.  Her professional interests include training and development, talent management, instructional technology, and Culturally Responsive Teaching.  She currently serves on the Board for the African American Teaching Fellows of Charlottesville/Albemarle.  Outside of work, she is an enthusiastic mother of two sons, loves to dance, watch futbol and prepares and enjoys international foods/cuisines.

Executive Director

Hank Harris is the Founder and President of Human Capital Enterprises, providing consulting services and HR thought-leadership to school district Superintendents and Boards across the United States. Formerly a teacher, principal, and school district leader, Hank is a well-respected speaker and thought-leader in the area of school district human capital. He currently also serves as the Executive Director of the Virginia Association of School Personnel Administrators.

Prior to relocating to Washington, DC, Hank served at the helm of three school district HR offices in the Pacific Northwest including Portland Public in Oregon and Bellingham in Washington State. He also served as Interim Executive Director of the American Association of School Personnel Administrators.
